Does the GPSR apply even though I live outside of the EU?

Yes, you almost certainly do. As the GPSR is written, it’s more so the products that are regulated, not the individual. What matters most is whether or not the product was “targeted” to residents of the EU.

It’s complicated, but, as you are outside the jurisdiction of the EU, the GPSR makes it so your financial activities with the EU can be completely blocked if you do not abide by the regulation.
